Population Composition Indicators Definitions


Resident population includes all persons living in the area including both non-institutionalized and institutionalized persons.

Ratio of adults to children is the number of adults aged 18 and older per number of children aged < 18. This ratio is calculated by dividing the number of adults by number of children. For example if there are 500 adults and 250 children -- the ratio would be 500/250 = 2 adults per child.

Families consists of a householder and one or more other persons living in the same household who are related by birth, marriage or adoption. One person in each household is designated as the householder -- in most cases it is one of the persons who owns or rents the housing unit.

Percent of families with children headed by a female is calculated as the number of families headed by a female householder (no spouse of householder present) with children < 18 divided by the number of families with children < 18 and multiplied by 100.

Percent white is the percent of the resident population that classify themselves as white.

Percent black is the percent of the resident population that classify themselves as black.

Percent Hispanic is the percent of the resident population that classify themselves as being of Hispanic origin (i.e. Mexican, Puerto Rican, Cuban). Hispanic origin is NOT a race -- persons of Hispanic origin can be of any race.

Percent younger than 18 years of age is the percent of the resident population that was < 18 as of April 1 of the census year.

Percent 18 years of age and older is the percent of the resident population that was 18 years or older as of April 1 of the census year.

Percent 65 years of age and older is the percent of the resident population that was 65 years or older as of April 1 of the census year.

Percent increase or decrease in the resident population is the percent change in population from 1990 to 2000. A minus sign indicates a decrease in the resident population. This is calculated as the 2000 population minus the 1990 population divided by the 1990 population.

Vital Statistics Indicator Definitions


Fertility rate is the number of births to women aged 15-44 divided by the female population aged 15-44 and multiplied by 1000. The population used in the non-census year is an estimate.

Teen birth rate is number births to teen females aged 15-19 divided by the female population aged 15-19 and multiplied by 1000. The population used in the non-census year is an estimate.

Percent of births to unmarried mothers is number births to unmarried mothers divided by the number of births with a valid marital status and multiplied by 1000. (If the birth certificate does not have a valid code in the marital status field -- the birth is not included in the total births used in the denominator when calculating this rate).

Percent of low birth weight births is the number of births where the infant weighs less than 2500 grams (5.5 lbs) at birth divided by the number of births with valid birth weight and multiplied by 1000. (If the birth certificate is missing the birth weight of the infant -- the birth is not included in the total births used in the denominator when calculating this rate).

Percent of births with adequate prenatal care is determined using the Kessner Index. For prenatal care to be adequate according to the Kessner Index, care must begin in the first trimester and the total number of visits must equal or exceed that which would be expected for the infants gestational age at birth. This rate is calculated as the number of births with adequate prenatal care divided by the number of births* and multiplied by 1000. (*The denominator used in calculating this rate includes only those births where both the number of prenatal visits and month care began are known.)

Percent of births without prenatal care is the number of births where there was no prenatal care divided by the number of births for which the number of visits are known and multiplied by 1000.

Percent of births that received prenatal care during the first trimester is the number of births where prenatal care began in the first three months of pregnancy divided by the number of births for which the month care began is known and multiplied by 1000.

Percent of births to women without high school education is the number of births where the mother has less than 12 years of education divided by the number of births with valid educational level and multiplied by 100. (If the birth certificate is missing or has unknown value in the education field -- the birth is not included in the total number of births used in the denominator when calculating this rate).

Residential Mobility Indicator Definitions


Percent of persons that moved within the past 5 years is number of persons aged 5 years or older who lived in a different residence in 1985 than they did on April 1 of the census year divided by the population aged 5 or older and multiplied by 100.

Percent of occupied housing units with householder in unit for less than 1 year is number of occupied housing units where householder has lived in the unit less than 1 year from April 1 of the census year and multiplied by 100.

Economic Status Indicator Definitions


Percent of individuals with incomes below the poverty level (poverty rate) is the number of persons with income below poverty divided by the number of persons for whom poverty status could be determined* and multiplied by 100. Poverty status is determined by income and family size. In 1999, a family of four (2 adults and 2 children) with an income of $16,895 was considered poor. In 1989, a family of four with an income of $12, 575 was considered poor. * The poverty status is NOT determined for institutionalized persons, persons in military group quarters and in college dormitories and unrelated individuals under 15 years old.

Percent of families with children with incomes below the poverty level is the number of families with children less than 18 years of age below poverty divided by the number of families with children < 18 and multiplied by 100.

Median household income is the income where one half of the households have income above it and one half of the households have income below it.

Unemployment rate is the number of civilian persons aged 16 years or older who were unemployed divided by the number of persons in the civilian labor force multiplied by 100. (The civilian labor force includes all persons employed or unemployed, excludes persons in the Armed Forces).

Educational Attainment Indicator Definitions


Percent of the adult population with at least a high school degree is the number of persons aged 25 years and older with at least a high school degree divided by the population aged 25 years and older and multiplied by 100.

Percent of the adult population with at least a college degree is the number of persons aged 25 years and older with at least 4 years of college or more divided by the populated aged 25 years and older and multiplied by 100.

Housing Indicator Definitions


A housing unit is a house, an apartment, a mobile home, a group of rooms, a single room occupied as a separate living quarter or vacant units intended for occupancy.

An occupied housing unit is a housing unit that is the usual residence of the person(s) living in the unit.

Percent of occupied housing units is the number of occupied units divided by the total number of housing units and multiplied by 100.

Vacant units include housing units with no one living in them at the time of the Census, temporarily occupied units where the usual residence is elsewhere (such as a vacation home), and new units not yet occupied.

Percent of vacant housing units is the number of vacant units divided by the total number of housing units and multiplied by 100.

Owner-occupied units are those where the owner of the unit lives in the housing unit. Renter-occupied refers to those units where the owner does not live in the unit.

Percent of owner occupied housing units is the number of owner-occupied units divided by the number of occupied housing units and multiplied by 100.

Percent of renter occupied housing units is the number of renter-occupied units divided by the number of occupied housing units and multiplied by 100.

Median gross rent is the value where half the renter-occupied units have rent above it and half the renter-occupied units have rent below it.

Housing Investment Indicator Definitions


Average dollar value of approved conventional home improvement loans is dollar value of all conventional home improvement loans approved divided by the number of conventional home improvement loans approved.

Percent of approved improvement conventional loan applications is the number of conventional home improvement applications approved (originated) divided by the total number of conventional home improvement applications applied for and multiplied by 100.

Average dollar value of approved conventional home purchase loans is the dollar value of all conventional home purchase loans divided by the number of conventional home purchase loans approved.

Percent of approved conventional home purchase loan applications is the number of conventional home purchase applications approved divided by the total number of conventional home purchase applications applied for and multiplied by 100.

Public Safety Indicator Definitions


Serious violent crime rate is the number of violent crime incidents divided by the total population and multiplied by 100,000. Violent crimes include homicide, rape, robbery and aggravated assault. The population used in the non-census year is an estimate.

Serious property crime rate is the number of property crime incidents divided by the total population and multiplied by 100,000. Property crimes include burglary, larceny-theft, auto theft and arson. The population used in the non-census year is an estimate.

Drug arrest rate is the number of arrests for illicit drug violations divided by the total population multiplied by 100,000. Drug violations include both possession and trafficking offenses. The population used in the non-census year is an estimate.

Substantiated child maltreatment rate is the number of confirmed incidents of child abuse and/or neglect divided by the population aged < 18 multiplied by 1000. Child maltreatment includes physical, emotional and sexual abuse and/or neglect. The population used in the non-census year is an estimate.
