A note on Census 2000 data:
because census boundaries change over time, all data has been re-apportioned into Census 2010 boundaries.
This will cause some full count numbers to appear with fractional portions in Census 2000 data.

want to estimate lies in the interval formed by the estimated value, plus or minus the MOE.
